The prominent reason why you see this error on your windows computer is the corruption of windows registry keys that are linked with iTunes6464.msi key file. If the MSI file is infected with malware or virus, then it can corrupt the whole database that is attached to that file. Hence iTunes6464.msi missing error on your computer. iTunes64.msi is missing and I can't update or uninstall my iTunes without that file. Is there any way to either download it or find it? This is the message that pops up when I try looking for it.

I think the easiest thing to do is download iTunes again from Apple and reinstall it, this will re-cache the MSI into the correct place. From there you can uninstall or change it as you need it.
Backup your iTunes Library before you do this, just in case. Not the music, just the database crap.
I think it will be hard to find the MSI you require, as I suspect it will be a old version.
If its that messed up you could try and look at http://filehippo.com/download_itunes/ to find the exact version you had installed.

Using the control panel this method helped me fix iTunes won't uninstall. You only need to uninstall these four sections in the Control Panel:
‘Apple Software Update'
‘Apple Mobile Device Support'
‘Bonjour'
‘Apple Application Support'You might try GeekUninstaller to uninstall iTunes (After backing up your library) and reinstalling after restart.
GeekUninstaller has always been my go to for programs stubborn to uninstall.
